Building a new spatial pattern of Shenzhen's future coastal city with "four bays and one river"
Chen Keshi

Vice president of School of urban planning and design, Peking University and director of China Urban Design Research Center, Peking University

Shenzhen should face the sea to develop Bay area economy

Throughout the history of urban development in the past 100 years, it is a history of the economic development of the bay area. The goal of Shenzhen's development should be to become a world-class coastal city. In the long run, Shenzhen's future urban development should plan to build a "maritime Shenzhen" in order to stand out among many big cities in China. In the past, Shenzhen was planned as an inland city and a comb type spatial pattern. In the future, the planning and development of Shenzhen should be a fishbone type spatial pattern, facing the inland and the sea at the same time.

Vigorously promote the construction of "maritime Shenzhen"

That is, in the future, Shenzhen will be understood as the urban spatial layout of the overall coordinated development of "four bays and one river". Four bays are Qianwan Bay, Shenzhen Bay, Dapeng Bay and Daya Bay, and one river is Shenzhen River. Qianhai bay can be positioned as the marine financial headquarters of Shenzhen, similar to Manhattan. Shenzhen Bay is positioned as a culture, art and fashion harbor, similar to Yokohama Bay, Japan. Mirs Bay is positioned as a coastal resort, similar to Hawaii and Laguna beaches. Daya Bay wants to build a vacation concept, which is equivalent to Cairns, Australia, while Shenzhen River can be compared with Singapore River.

Shenzhen should start from the sea in the future and be able to travel around the world; In the future, half of Shenzhen citizens should spend weekends at sea; In the future, half of the citizens will live in houses with a full sea view; In the future, most of the cultural facilities in Shenzhen will be put on the sea. "Four bays and one river" will build a new spatial pattern of Shenzhen's coastal city in the future. Shenzhen will use the coastal city to attract global capital and talents. This is the real Shenzhen dream and Chinese dream.

Build 3.0 version of Binhai era Shenzhen

The city changes with the change of development power. Luohu represents the past of Shenzhen, Futian represents the present of Shenzhen, Qianhai will be the future of Shenzhen, and "going to the seaside" is the main melody of Shenzhen's urban development. Developing eastward along the coastline, Huizhou is the extension space of Shenzhen, and the integration of Shenzhen and Huizhou is deepening, especially the opening of the expressway. Now the sea dream of Shenzhen people in the primary stage is provided by Huizhou. Dozens of islands in Huizhou sea area are also the hot destination for Shenzhen People's leisure and vacation. Developing westward along the coastline, in the future, with the extension of Shenzhen People's industry and life to the West Bank of the Pearl River Estuary and the connection of Shenzhen China channel, the development space of Shenzhen will be further expanded. "Shenzhen on the sea" will have great prospects.

New life in coastal city

Create a coastal cultural lifestyle in Shenzhen, improve the urban leisure life atmosphere, and build a coastal city suitable for living, industry and tourism. Create a different South China coast with diversified and leading industries, and lead the fashion consumption trend of coastal vacation life.

New hub of Maritime Silk Road

Shenzhen should extensively engage in international cooperation on the maritime Silk Road, vigorously develop the bay area economy, build a 21st century Maritime Silk Road hub, that is, build a shipping hub, trade hub, financial hub and cultural hub, accelerate the pace of "going global", strengthen exchanges and cooperation, and make greater contributions to the implementation of the "the Belt and Road" strategy.

Thoughts on the construction of coastal city in Shenzhen
Gu Xin

Director of planning and Design Institute and professor level senior planner of Shenzhen planning and Land Development Research Center

Planning and utilization of marine resources in Shenzhen

Since its establishment, Shenzhen has enclosed a total of 104 square kilometers of land, which has supported the development of strategic functions at all stages of the city. With the development of cities, the land value of coastal coastline is becoming more and more precious, so the demand for coastal areas is gradually changing. In terms of seawater environment, especially in the Western sea area of Shenzhen, the environmental capacity has seriously exceeded the standard.

In recent years, Shenzhen has made various plans on marine resources covering all levels, including top-level strategic mechanism, resource protection, functional utilization and spatial design. In recent years, the research on marine protection and mechanism has begun, including ongoing seabed mapping, marine resources research, hydrodynamic research, reclamation research, Beach special protection, etc. From the practice of Shenzhen planning, if we want to make good use of the ocean, we must really understand the ocean and re understand it from the perspective of the ocean.

Optimization and development of port city relations

The contradiction between port and city is congenital. With the development of the city, it can be alleviated but can not be eliminated. The relationship between port and city in Shenzhen has gone through several stages, from the primitive small fishing village in the early stage to prospering the city with port in the 1980s, replacing the city with port in the 1990s, and becoming a big city and big port after 2000. At this time, on the one hand, the port itself is facing regional competition, on the other hand, there are many problems in transportation, and there are some conflicts in the spatial functions and functions of port and city.

In terms of challenges, the global trade pattern is being reconstructed. At the same time, the ports in the whole Asia Pacific region are densely distributed, and Shenzhen's manufacturing industry and maritime transportation status are facing the threat of double decline. In terms of opportunities, Shenzhen is positioned as a bridgehead for the development of the South China Sea and a hub for cooperation between China and Southeast Asia. It is expected that the throughput of Shenzhen port will reach 33-38 million TEUs in the future. Therefore, Shenzhen Hong Kong cooperation is of far-reaching significance. It not only refers to the port itself, but also focuses on the overall situation. In the future, in the Asia Pacific region, Shenzhen Hong Kong's competitors are Singapore, Tokyo and Shanghai. Therefore, the Hong Kong City relationship in Shenzhen can be optimized at this stage, but it can not be abandoned.

New thinking on spatial development of Shenzhen coastline
Liang junqian

Former deputy director of Shenzhen Municipal Commission of planning, land and resources (Municipal Oceanic Administration)

Sea oriented thinking with "sea determines land" as the core

Sea thinking refers to looking at the coastal space from this side of the sea, and truly realizing the breakthrough of the sea on the basis of mastering the basic characteristics of the sea, so as to make rational use of the resources of the sea. The core of sea thinking is to "fix the land by the sea". We should think about the planning, development and construction of coastal space by sea thinking. In the development, we should "fix the land by the sea", that is, to determine the development and utilization form and intensity of land in coastal coastal space by sea water quality, biological characteristics and state in the sea, tidal variation characteristics, seabed form and life state, marine carrying capacity and coastal form. Because the ocean is at a low level, once it is damaged or its attribute is transformed to low quality, it is difficult to recover or the recovery cost is huge.

Highlight the characteristics of Shenzhen marine city

Why for a long time, Shenzhen has no obvious characteristics of marine city in people's impression? The central area of Shenzhen is close to the sea but not hydrophilic, with poor water quality and long-term closed management. People think it is not the sea; The developed and utilized space does not make full use of marine elements, and lacks marine culture and landmark buildings related to the ocean.

In the future, we should pay attention to the following two points in building a marine city: first, in the future use of coastal space, we should consider building buildings with marine elements and shaping the image of a marine city; The second is to condense the marine spirit into the spirit of Shenzhen. Shenzhen is an open and inclusive city. These characteristics are the characteristics of marine culture. In urban planning and urban construction, we need to think about making better use of the ocean.

Singapore's experience in coastal and waterfront urban design
Wang caiqiang

Dean, School of environment and design, National University of Singapore

Coastal Bay reclamation and urban design

Singapore has been facing the problem of land shortage. Now, 23% of its 710 square kilometers of land is formed by reclamation. The reclaimed Marina Bay is now an important part of Singapore's urban center. In the planning of many cities in Europe, we can see the relationship between the city and the sea and the river, while the Southeast Asian countries are not ideal in this regard. Singapore also strengthened this connection with the sea in the later planning of waterfront and bay.

The reclamation project of Binhai Bay began in 1991. Later, I.M. Pei made the overall urban design, dividing the whole Binhai bay into multiple areas and making systematic urban planning, including green space planning, public space planning, etc. At the same time, in order to cooperate with the waterfront development, large public facilities such as convention and Exhibition Center and hotel are planned. At present, Binhai Bay is a barrier free waterfront pedestrian space with pleasant scale. It is the most attractive place in Singapore. Many festival activities will be held here, such as national day, Lantern Festival, formula F1 racing, etc.

Application of simulation test in urban design

In the process of planning and design, the designer has also done a lot of simulation tests. For example, the research on Mesoscale urban climate is about air temperature, ventilation and outdoor thermal comfort. This is a series of analysis on how to improve the environment in the future. How to combine urban design with rational and scientific analysis, and then make some recommendations to the Reconstruction Bureau.

The simulation study of extreme sea level is aimed at the response methods after the storm surge. Singapore has little chance of encountering the storm surge, because it is protected by large islands around. Through the simulation test of different arrangements and the impact of storm surge on buildings, some laws can be obtained and used in urban design, so as to reduce the impact of extreme natural disasters.

Viewing the "the Belt and Road" strategy from the history of Shenzhen's marine civilization
Dong Wei
Associate Dean of School of architecture, Southeast University

Combing the historical and cultural heritage of Shenzhen's "maritime Silk Road"

The urban development of Shenzhen should be included in the national strategy of the "the Belt and Road". One of the prerequisites is to strengthen the research on urban history, sort out and trace the history of the city's marine civilization. Historically, the footprints of ancient southerners of China who migrated to Southeast Asia are today's "maritime Silk Road". In archaeological discoveries, Southern Civilization is an important birthplace of China's marine civilization. The Yi people and the Yue people are excellent ancient navigation nations, and they are also the main nations that spread Chinese culture to the Pacific Ocean.

From the relics of early human activities in Shenzhen, from xiantouling site and Dapeng Suo city to wubeiling Shang Dynasty tombs and tiezishan ancient tombs, we can clarify a historical resource belt extending along the coastline. Sort out the early history and culture of Shenzhen and witness the historical position of Shenzhen as the bridgehead of the early Chinese people across the South Pacific. To become a maritime city, Shenzhen needs to protect these cultural heritages and form a historical and cultural axis, which may be the best historical proof. It will also be an urban public space with cultural taste and connotation in the future.

Central city around the South China Sea

Shenzhen can establish the cultural concept of taking marine civilization as the source of the city and form an international city facing the South China Sea and leading urban innovation. Since the reform and opening up, Shenzhen's position in the country has gradually "from edge to center". Among all the cities around the South China Sea, Shenzhen and Hong Kong are the largest and most economically powerful. Shenzhen's marine strategy is very far sighted, and it should further put forward the strategy of Southeast Asia. The Southeast Asia strategy centered on Shenzhen may play a very important role in promoting the development of the national strategy of the "the Belt and Road" in the future. In the future cooperative development of the South China Sea region, Shenzhen should give play to the power of scientific, technological and cultural innovation and play a leading role.
